The purpose of the present study is to provide an approach identify and investigate effects each factor on development foodservices in cities. factors influencing are extracted. Since there many factors, interpretive structural modeling used rate key factors. Foodservice improvement action plans determined by experts ranked using slack-based data envelopment analysis method. “Area facilities” “government support” main foodservice units Factors such as culture region, size units, systematic recycling raw materials also priorities should be emphasized.
